i did my entry fully in the allotted timespan, but is it cheating if i finish something that i started earlier? Also is the number next to the sigma the sum of all the scores? sorry for being nub

Yes, that is frowned upon. For One Hour Battles, you have to start and finish in one hour (or you can submit late with a score penalty, but you can't start early). That's fine for majors though.

The number next to the sigma is your final score. I believe it's the average of all the votes you received multiplied by 5.

Voter strength is also factored in but I don't understand how the whole thing works. Maybe puke could give you more insight on that if you ask him. (edit: or check the lyceum, there's probably something about it somewhere)
